Joel, who ministered in the southern kingdom of Judah, used a severe locust plague as the occasion to deliver a message of God's judgment and restoration. Its exact date is debated, but the prophecy of the Spirit's outpouring (2:28-32) was fulfilled at Pentecost in Acts chapter 2.
