Historical background
It is the letter Paul sent to Titus, a co-worker he had left on the island of Crete. It gives practical guidance to Titus, who had to build up the church in an environment where the moral problems of the Cretans were severe. Along with First Timothy, it addresses church order and the qualifications for leaders.
